Whereas, the UAW International Executive Board (IEB) recommended the half-hour dues increase of all members, to be proposed at the 36th Constitutional Convention of UAW;
Whereas, according to the IEB’s recommendation, the entirety of the increased portion of the dues will be directed to the International Union’s strike fund;
Whereas, the labor movement must prioritize organizing in each local union at the grassroots level, in order to resist employers’ intensifying exploitation more effectively;
Whereas, locals with low-income workers and a high turnover of workers, including graduate student-worker locals, have in particular faced difficulties constantly maintaining high levels of mobilization, due to the already low proportion of dues retained in the local,
Whereas; we, the UAW Local 2865, asked for the International Union’s financial assistance with organizing for our contract campaign in 2013, which was flatly refused,
Whereas; the UAW International Executive Board (IEB) recommended, simultaneously with the proposed dues increase, that the International Strike Assistance Fund be changed to the “International Strike and Defense Fund”, which would enable it to be used for purposes other than strikes, including donations to Democratic Party-related campaigns,
Whereas; the proposed change to the Strike and Defense Fund can further erode the funds available for strike assistance, continuing the trend of the transfers of principal from the International Strike Assistance Fund to the International General Fund, which have amounted to $220 million over the past eight years;
Whereas; A robust strike fund gives contract negotiators the tools they need to successfully negotiate contract improvements,
Whereas; Two tiered wage structures and outsourcing to low wage UAW represented contractors has strained many UAW families to the breaking point,
Whereas; In order to reverse two-tier wage and benefit structures, garner wage increases with COLA to hedge against inflation, and return to livable work schedules strikes may be our most effective option,
Whereas; dues revenue has increased throughout the years by increasing the wages of UAW members;
Be It Resolved, that we, the UAW Local 2865, oppose the dues increase for UAW members planned at the 36th Constitutional Convention of UAW, unless the UAW International commits to provide substantial organizing funds for low income locals.
Be It Resolved, that we, the UAW Local 2865, oppose the proposed change of the International Strike Assistance Fund into the “Strike and Defense Fund”.
Be it further resolved that, revenue for the International Union be enhanced by negotiating wage increases including the elimination of the two tiered wage structure in all UAW contracts.
